Two things. I'll take them in order.
The June 16, 2016 meeting at Trump Tower requested by some Brit promoter of a Russian rock star claiming to have dirt on Hillary. They went through Don, Jr. Manafort and Kushner were there. So was Natalia Veselnitskaya (Russian national granted admission to the country under a special dispensation by Obama's State Department. They knew ho she was and how her presence could automatically trigger a FISA intercept as a foreign national.) Also there was Akmenistin (sp?) who was tied to Fusion, GPS.
That was a classic sting/set-up. Useful to bolster ties between the Trump campaign and Russian agents and hence the credibility of the dossier for a FISA warrant. Didn't work at first, apparently as the FISA judge denied the first request (reportedly) in July 2016. But it was enough to get the FBI to open the investigation.
In that way, the dossier was granted that type of gravitas as coming from an active FBI investigation when the warrant was granted in October 2016.
