Oh yes! He can fire them and convene grand juries for indictments (unless Russia-related). McCabe has not flipped. If he had he would have already been reassigned. It will take some major mental and legal gymnastics to continue to justify the investigation of something based completely on an elaborate lie.
Let's go back to Flynn for a moment. I am not stating this a fact but reports do lead to these assumptions. Dossier is used as justification for FISA warrants (illegal); Flynn is targeted as a result (still illegal); Flynn is questioned about the conversations overheard on the illegal surveillance (perjury trap); the evidence proving Flynn committed perjury was illegally obtained and thus inadmissible at any criminal trial.
That's the appellate argument for setting aside his guilty plea. Vast prosecutorial misconduct. Remember Oliver North had his convictions set aside for much less. That was a limited immunity situation but all of the evidence used against him originated or otherwise was related to the immunized testimony. Very hard to thread that needle and separate out one piece of evidence from another in a narrative. Taints the whole process.

With that evidence as well as thousands more of classified emails linked to Hillary on the laptop FBI sources said agents and brass knew immediately the Bureau would likely reopen the criminal case against Clinton. And ex-Director James Comey did just that two weeks later.
Hence the rush to get an insurance policy in place at the SEC in case things heated up on the white-collar crime side.
With Hodgman at the SEC and Strzok at the FBI it would be virtually impossible to even know what cases linked to the Clinton Foundation had criminal merit, if each were trying to keep all things Clinton-related quiet.
