Yes, sins against children are more serious than sins against others, which is why christ singles out children and not adults. Also why the church allows the death penalty in extreme cases and not abortion.
You do realize that Christ wasn't actually recommending that, right? Read the wording. He was talking figuratively. He was saying that, if you cause a child to sin, then it would be better to have a millstone tied around the neck. It wasn't an actual prescription of what to do. It was figurative language. Goodness. You are really bad at this. Let me guess. Luke 22:36 is Christ telling us to buy guns.
So, since my children are 100% affirming, do you think my wife and I should have millstones tied around our necks and have us thrown in the sea?
