You'd think hospital workers, morgue employees, and first responders (cops, firemen, EMTs/paramedics) would the most susceptible to zombie attacks. They're just about the only people who actually deal with dead people on a normal basis and are the ones called when something scary happens.
They'd be the first to go in my opinion which means law & order as well as general health & safety would collapse almost immediately, resulting in total chaos. This breakdown in society is caused by the lack of structure in general...not directly by zombie attacks.
And not many cops/firemen/ambulance drivers/EMTs/doctors/nurses would need to be attacked for the system to break down. After 1 or 2 incidents like that, there's no way I'd show up for my next shift if I were them.
