I think this is true to some degree, when Sony and Marvel came to their agreement things kind of shuffled IIRC.
Though, the Inhumans being originally planned as a movie and switching to TV format may have had something to do more so with Agents of Shield introducing Inhumans way before the MCU ever had a chance to include them. I think that likely had a bit more influence on the final decision personally. Plus, AoS is currently very much on the bubble running at barely above series low live ratings but ABC in the past has taken into account AoS's live+7 ratings where it usually doubles its live rating viewership. That's probably kept it afloat for as long as it has, especially since it practically nose dived in the ratings after about four episodes in its first season, but it definitely came back with The Winter Soldier having a huge impact on the show. Which the impact and change in direction really was for the better IMO. Plus Bill Paxton's character was just fantastic on the show as well in the later half of the season. I remember a few people were rather disappointed with how the show wandered aimlessly after its premier, and were further disappointed with the very minimal crossover there was with Thor Dark World.
With all that said, I know the Inhumans get knocked pretty hard on the board but there's also no really denying that the Inhumans are filling in for the X-Men since they most likely will never be included into the MCU.
