Why is any of this a surprise? The school system is the biggest unthinking bureaucracy. My nephew was told that he was going to be sent to an alternative school after returning to school after getting a concussion in a football game earlier this year. His crime? Bringing a bottle of Advil/Tylenol to the school nurse to distribute to him for the concussion without the required paperwork from his parents. He actually brought it to the nurse before school on his first day back. It took 2 days of meetings with the administration at the school to get it sorted out where they did not sent him to the alternative school.

as above though. That's a good example of "zero tolerance" run a muck. What he did was technically wrong according to the rules, but he should have been given leeway because he didn't intend any harm or anything bad.

This kid didn't even get as far as doing anything wrong. The question of intent or tolerance doesn't even enter into the equation, because from the beginning he didn't even do anything that could be perceived as against any rules or laws by absolutely any interpretation.
