Person 2 - illegaly takes documents he did not have legal authority to possess - keeps them - indicts Person 1.

Meanwhile, the FBI says e-mails and bank statements aren't enough evidence to look into Biden fraud but they're also very worried the whistle blower will be killed by the Biden crime family if they reveal his name and forcing them to claim that murder for hire of a federal witness isn't serious enough to look into
