I don't have context, but I would infer "breached" means it is overflowing and at immediate risk of failure. If it had ruptured or failed I think they would be using those terms.

I have a guy wading out to boats from Kings River. I have passed that address on in case he can relay to someone.

In this instance it was used to mean water is over the top. It was expected. Columbia Lakes has been under mandatory evacuation for days now, as have all the small towns along the Brazos west of 288.

The levee at steep bank creek between the eastern part of Riverstone and the western part of sienna has been topped and apparently water is going into Riverstone which is what they showed on TV. Quiet Dawn lane and Marbrook Saddle court for specifics.
the real concern with a levee being topped is the water pouring over eroding the backside and making the levee weaker.
My dad is an hour out of Atascocita, headed that way with a boat. We have friends trapped in Atascocita Point that didn't flood in 94. If anybody needs rescue in that area... post here. He said he will help as many as he can. This is for Atascocita Shores, The Point, Kings River, The Barrington, etc...
We're in Millwood on the Riverstone side of that levee. From what we can tell, it looks like our house has flooded.
Still bad, but my understanding is water is just going over top of levee, it hasn't cracked open or anything.
