I think this is the absolute wrong thing to do. If you're in the box and you get hit by a pitch in the box you take your base. Get hit by a pitch outside the box, you stay. If a battery is leaning over the plate, sure, he has to get out of the way.
If the pitch is in the box, then no, that's on the pitcher. Don't reward him for such a bad throw.
If it happens in that few inches between the chalk and the plate, then maybe it's appropriate thay the batter must attempt to get out the way. Good luck enforcing it
