I hate bugging staff on something that's probably long gone. But if these are the rules they want to play by, I guess they deserve to be bugged relentlessly?

There are no rules. What usually works for me is just having a genuine conversation with said employee every so often as your schedule allows. Sometimes I don't even mention anything about bourbon or alcohol. They know you are a tater and want to drink good bourbon, you don't have to remind them every time you enter the store. Sometimes I walk out with nothing, sometimes they ask "hey, I just got this in….would you be interested?"
People like hooking up nice people.
