My hesitancy comes from opening my bottle of PVW23 when I passed the bar. We had a few glasses then put it away for "special occasions." You can guess what happened next. Feels weird just to drink a $3k bottle of bourbon for the hell of it. But don't want it to get skunky, either.

I procured a bottle of PVW 23... my dad passed away later that evening. In fact, I had to get my wife to pick it up so I could be with my dad. Undrinkable bottle.

Unpossible. Bourbon is defined by federal law as corn whiskey. Texas can't redefine it to mean wheat whiskey.
Also, you would want to be very careful about aging in Texas oak. There's a reason the law requires bourbon to be aged in American White Oak. White Oak has a higher vanillin content than other oak species, and is also less porous and contains less of the astringent tannic qualities found in other oaks.
The ideal range for American White Oak is along the western Appalachians. I think they do grow some on the very eastern edge of Texas, but I don't know if the warmer climate and different soil would have an impact on the wood as far as whiskey aging is concerned. But any other type of oak is going to yield a fairly unpleasant result.
