Unintentional or not, one of the penal (insert butthead laugh) aspects of the rule is that you are forced to hover and can't really get your club nestled in there. So intentional or not, he was certainly pushing it right up to the line. It's not a difficult rule to avoid violating unless you decide to really push it

I have a pretty good guess about how everyone would view it if it really was Reed. IMO he brushed the sand, it removed some sand directly behind the ball, and that should be a penalty regardless of who hit the shot. Dude needs to be more careful with his club hovering. I'm willing to assume it was unintentional, but that's still a penalty

Recently switched back to Sean Foley as his instructor. Played his best before he left Foley before.
