Rangers are +150 wins better than the Stros in the last 10 years.
Stros were +87 in the previous 10 years
And Stros were +1 in the previous 10 years

Rangers have been much better recently, Stros were somewhat better the previous 10 years and before that they both sucked pretty equally. So still over 30 years the Rangers have the advantage.
