The U.S. Department of Commerce announced Tuesday that it plans to prevent the sale of more advanced artificial intelligence chips to China in the coming weeks.
The U.S. government says the new rules are intended to close loopholes that popped up after last year's restrictions on AI chip exports went into effect.
Shares of chip stocks took a leg lower in premarket trading on the news. Nvidia
was down about 3.5% while Broadcom
, Marvell
and AMD
slipped about 2%. Intel
and Broadcom
fell about 1.5%.
Those earlier restrictions banned the sale of the Nvidia H100, which is the processor of choice for AI firms in the U.S. such as OpenAI. Instead, Chinese companies were able to buy a slightly slowed-down version called the H800 or A800 that complies with U.S. restrictions, primarily by slowing down an on-device connection speed, called an interconnect.
The new rules will ban those chips as well, senior administration officials said in a briefing with reporters.
The restrictions could also affect chips sold by Intel
and AMD
. Other rules will likely hamper the sale and export to China of semiconductor manufacturing equipment from companies such as Applied Materials
, Lam and KLA.
The restrictions cut off a big and growing market for AI semiconductors, and could raise concerns that the Chinese government will retaliate economically against U.S. firms doing business in the country.

I would like it at $70-75 but not sure it's going to get there. I was going to buy nvda at 425 and didn't. I'm stupid.
I was watching for the 77-78 range for POWL. Seemed to be enough past volume to create a support level there.

it's teased us 3 times already with $437 resistance on 10/10, 10/12, and yesterday...me thinks today is the day...

Really. Charts like today make my conspiracy theorist character shine through on the market being rigged. Teasing the gap fill closer and closer is ridiculous.

Right now my stop would be 4310, so if you can stomach a drop to that support, entering here has a chance. But I like to wait for confirmation. No need to bottom tick with the upside we would likely see with a new uptrend.

Almost all the signs were there for the gap to fill. Only thing missing was maybe volume but it was coming. Pivoted and has red candled every 10 min mark since.
I know we laugh at Jim Cramer but his monologue tonight on "Mad Money" was really good, especially for newer traders/investors to the stock market. If you are able to find it, it's worth listening to imo.

IIRC, NVDA makes all their chips in Taiwan. The exact chips that China isn't allowed to buy due to restrictions from our government. If China takes Taiwan, then they will own NVDA.joekm3 said:

I thought I remember hearing that TSMC had rigged their locations in Taiwan to self-explode in the event of a Chinese invasion. I'm curious if NVDA would do the same?
NVIDIA is fabless. they do not own factories. They do use TSMC
