If you raise capital gains from 20% to almost 40%, millionaires won't be paying any of that and in fact, will likely move more of their money OUT of the market to other investments with lower costs and better overall profitability. Now, that said, if the stock market is the only place they can get the kind of returns they are after then maybe they will collect some taxes, but this is just STUPID.
So, do some math. Say you make over $2 million a year. Now, let's say $1 million is in the market earning 20% and $1 million is in other investments that have tax right-off allowances to reduce taxable earnings below 20% tax rate.
Well, 20% gain on $1mm is $200K taxed at 39% leaves you with $122K or effectively a 12% return on your $1mm in the market.
Now, let's say you put $1mm into a business and right-off all of your expenses to effectively cut your tax rate to 15% and you earn about 15% a year on that business: $150K taxed at 15% leaves you with $127.5K.
I'm not tax accountant or financial advisor, but wouldn't a millionaire look for other places to invest their money to avoid a 39.6% tax burden?

Honestly trying to figure out how to survive these 4 years... I quit my day to day and went full time market and real estate last June. The democrats are bombing the market and raising taxes. Real estate is waaaay over valued in my opinion. It's getting scary. Just want to maintain for 4 years if possible but not looking easy.

I think this is true for the 0.01%. There is a big difference between the 1%, the 0.25%, and the 0.1%. It's really stark.
