I know a decision like a 40% layoff is something that would have been under discussion for quite a while, but it's a hell of a "first mark" for someone that's been in the CEO chair for less than 2 weeks.

I think the Saudis are happy to let Venezuela, Nigeria, Angola, etc. fail, disrupting supply from those countries and raising prices. Or maybe US shale production will drop enough to increase prices.
Either way, they are playing a long term game and I don't think they care what oil prices do in 2016 or 2017 as long as they don't lose market share.
