He doesn't use it well. He lunges quite a bit and is often off balance. If he could learn to sit back a bit more I think you'd see more power.

Umpires are responsible for rubbing balls down. Though I don't believe they do it personally in MLB anymore. Probably have home team people assigned to do it.
