It's easy to fix. FIFA just likes the drama so nothing will change.

Goalie is clearly faking a head injury. Ref just needs to send him to the trainers on sideline for his safety. Once he passes his checkup, he can re-enter the field. But only after the ref waves him on.

That would stop that nonsense immediately.

Also by rule, GKs are exempt from those injury rules for the sake of fair play.

Yeah, I remember in first round someone got a card for faking, but that seems to have been the last one issued. Refs seem to have forgotten they can enforce this now.
