I was just thinking the same thing. But I guess they don't want a team to have an advantage of knowing they are already moving on and then be able to rest players because they don't need the points.

Oh, and I'd be OK with 48 teams if they kept groups of 4. I'm actually much more disappointed in destroying the group stage than I am the expansion.
