They've been "warned" multiple times about it and yet continue to do it. I'd kill for FIFA to finally step in and deduct WCQ points which would be great, but I doubt it would solve the problem. What does it matter? Concacaf told the referees that therre would be 22 players at the end of the match. So if the players on a yellow were doing it, they're not getting a caution.
But why is it wrong and why is FIFA and CONCACAF engaged in enforcement? Should it be acceptable to use the chant during a women's game? It's certainly less offensive in that context. Rules need to clear and consistent in their purpose and enforcement.
