And I don't think many people know this, but MLS owners are all a part of an organization that funds the national team. So if you ever wonder why MLS always seems to get their quota on the national team, and why US soccer and MLS are so attached, this is why.
Until MLS align their calendar to the rest of the soccer world, there will always be some type of MLS-centric training camp of some sort. The good news is MLS is becoming a viable platform for young players to spring board to Europe.
I understand your sentiment about "quota" but that was in the past; especially for the starting lineup. We've never had significant number of young players getting consistent minutes if not starting at Champions League caliber teams.
Thinking about the best starting 11 when all are healthy, at least 5 of the 11 play in MLS or used their time in MLS to get to Europe (Cannon, Steffen, Miyazga or Long, Adams, Morris, Jozy-if starting).
The other not talked about factor is maintaining good relationships between US Soccer and European clubs as well so there are times when there is give and take in regards to who will be called in due to the travel time and etc. Probably the best example are when Euro based players only play one match out of the two during a FIFA window in order to get them back to their clubs in time to recover and be ready for their league games. In that case you need MLS based players to provide depth and cover as starters for those instances.
