So did the offensive player. He lowered his head just like the defense. They should change the rule to negate the call if the O does it also

Both crowns struck both shoulder pads. Equal hits - couldn't tell which contact was "first." The targeting rule needs to have a counter where ball carriers can get in trouble for creating a dangerous play.
