Rev doesn't just belong to the Corps. For the most part, she's the responsibility of the Corps, but that's because the University has delegated that responsibility. For example, the Commandant can't decide to bury Rev on the Quad. So, since the Commandant is speaking for the University, his position is officially their position, too. It's true that the Commandant doesn't control Silver Taps or Muster, but the Corps is a participant. If the Commandant tried to prohibit the Ross Volunteers from performing their role in Silver Taps, do you think the University admin would stand by? Absolutely not.
If the University, through Ramirez, thinks that a funeral service for Rev is inappropriate because she's a dog, then they should state that.
