Really depends on your desired riding...ie park paths, roads, gravel, etc. but there was a good thread recently where some of it got discussed. I will link it if I can find it. My main advice is that if you plan to do any significant distances (like over 90 minutes to 2 hours in duration), I would not get a flat bar bike. They have fewer hand positions available and long durations in the same position can lead to temporary neuropathy in your hands and fingers (look up cyclist's palsy for more info). Otherwise, the main thing is to not break the bank on your first bike. Buying used is fine, but get a good brand with good (Shimano Tiagra or better or Sram Apex or better) components, and make sure you are getting one that is sized appropriately for you so that you can get a good fit on it. Once you ride a bit, you will figure out what you like and don't and if you think you will stick with it, and then you can buy something better if you want. Also, put a decent amount in your budget for accessories such as a helmet, shoes, gloves, etc.
