Yes, but they can be overwhelmed, especially if there is no place for the water to go in the street. And it doesn't take a whole lot of hard rain to top off my pool. I'll say that the overflow does do a nice job of rinsing off the decking, but all the mud and dirt and grass that the dogs put on the decking runs to the drains and promptly clogs them. True that. I had a few mains getting pulled sideways from soil conditions.
I personally love the rainy summers. The hotter and dry summers hurt me deep inside.

But the city has a robust program for addressing the water main/leaking infrastructure issues.
It is corrupt as hell, but it's a program.
