1) If you didn't own the house on 1/1/2020, you aren't eligible for HE this year. You will file HE this year, but it won't go into effect until 1/12021.

2) That's not how HE works. HE does not affect your assessed value as reported by HCAD. SOME (not all) taxing authorities will use your HE to lower the amount that they base your tax bill on. For example, if your house is assessed at $100k, some taxing authorities will use HE to only charge taxes on $80k. But as I said, not all tax entities give the full 20% "discount", and some give no credit at all (meaning you pay tax on the full assessed value).

Up 21% in 77008. Had a similar increase last year and successfully protested it down to 0%, looks like I'll be fighting again. 100% of the increase in the improvement value, land value stayed flat to last year.

I think it's time to finally start fighting back with someone other than my wife and myself.

Last year we did hours of research and had a rock solid case for our house to stay as is, but they basically completely disregarded it and stayed with the 13% increase.

Any recommendations on who to use to fight this for us?

I think a lot of people are referring to the number. I agree market value is all the matters because the "appraised" value will go up 10% every year until it reaches market.

This issue bit me when I first moved here because I didn't realize appraised and market could be different (previously lived in a county where they were always the same).

The first couple of years I lived here, my market value increased by a lot more than the appraised value. I think even at least one year, my market value went up but my appraisal value didn't change at all. I ignored it because I thought all that mattered was the appraised value, since that's what taxes are based on.

Then I got a big increase in one year to bring appraised up to market. I protested and got both values lowered, and that's when I finally understood why you want both values to be the same.

I agree, when I see 10% mentioned it makes me think people are only looking at the appraised value. Besides market value is what you protest.
