i don't understand what burn out means
as long as people are moving in this country and the herd isn't immune, how does anything burn out?

Well the lock down assumes people won't be moving mostly and when they do they will use social distancing. So with that, cases would decrease daily and eventually get to mostly 0. That would be burning out.cone said:

Burnout would imply the number of new cases declining, right? That would be the turning point?
