I imagine they also had some legal fees that were associated with the CBL maintenance lawsuit. The city eventually reached an agreement and the lawsuit was dropped.

I would imagine there was outside council retained; that couldn't have been cheap. I also imagine that they were informed to just pay the maintenance fee because they is no viable pathway to win the lawsuit.

Makes me think mall expenses like electricity could be divvied up by sq ft or something.

Seems odd. But might be the thing to do because they share big common areas, etc.

I would think that very little maintenance is needed as long as the CHVAC system is running and with the cost of Elec being $5,000 a month, I assume it is kept on. Hopefully the city has a person walk the interior at least weekly to check for issues such as plumbing issues or roof leaks.

There probably needs to be a six-month interior cleanup of bugs and other dirt. Also, there needs to be quarterly pest control service.

I would think the CHVAC system is on and the temps kept between 50 and 80 degrees to minimize both freeze damage and humidity buildup. If you have it off, there will be a foot of black mold inside.

I don't understand the water needs but maybe it's associated with the type of CHVAC system? Perhaps its based on the sprinkler system that is probably kept on.

Isn't sewage cost based on water consumption?

The insurance cost for a vacant building is typically higher than an occupied building as there is higher risk of water damage potential, vandalism, etc. Ins agents on here can correct me if I am wrong. I do know on commerical insurance inspections, which I do about 120 a month, one of the questions is the building vacant and if so, secured?

The building needs to be walked at least weekly to check to make sure it's secure, make sure no plumbing leaks or roof leaks, and check the sprinkler system gauges to make sure the system is operating as needed.

I would say there is a HUGE problem when we see emails earlier stating a needed 600K HVAC issue and 400K for mold remediation

The mold issue would be an issue for sure. I was in it twice in 2022 when the previous owner bought it and the AC was operating and there was no mold issues. We can probably assume that the city didn't keep it on for a year or so?

The CHVAC cost estimate may be just based on the need to replace a low efficiency 40 year old system?

Yeah that was my guess as well, that they prorate by sqft. They are sub-metered though but I wouldn't be surprised if we are overpaying just because that's what we do. Overpayer gone overpay yo!

Mold remediation and repairs to get it up to "build out ready" state was over a million two years ago. I can't imagine that's gone down any.

Welp, if it's going to just sit around costing money, may as well make it into a convention center. Great location for one. Maybe it can be used for a change instead of sitting around being an eyesore.

forgive me but based on your posts here and 120 inspections a day, I hope you don't go to one of my properties, but possibly you could give more insight since you said you did a couple of inspections in 2022 for the previous owner that doubled his money from the CS taxpayers

In regards to the utility usage -

This is all on College Station Utilities and their ridiculous policies. They do it to us property managers too. Most property managers have our properties on a service where the utilities stay on between tenants. In Bryan, a 2000 sq ft vacant house that has no usage but utilities are still "on" averages about $30/month. Same house in CS, it is $135/month with no usage as they have minimums based on the previous tenant's usage, so you are paying $45 for sewer, $45 for trash collection, etc etc and you can either have it all or disconnect. City needs to just disconnect but then no security lights. It is a money grab system.

Not sure if anyone mentioned the biggest fact/fraud in all of this is that a group bought Macy's for $3.5MM in January of 2022 and then sold it to the city 6 months later for $7.5M. Not only do they not understand development, but they also don't understand basic real estate. No property goes up that much in value in 6 months, but again it isn't their money and there is no accountability so who cares.

My play right now is to lump in with Craig Reagan's Concerned citizens group. You won't know who Hornbeck is. There's a few folks on here who do. I don't have a local job, I don't own a business here. I'm blessed to be able to work for Silicon Valley type companies working on global / national accounts. Living here makes me easily accessible to Austin, San Antonio, Houston, and DFW quickly.

I do live in CS, and I volunteer with my HOA because some crazy retired Karen types had taken it over. Some local bourbon drinking Dads ushered in a new era of leaving people the hell alone.

my question was since I assume you are an insurance inspector and do it for all insurance companies, what was the condition of the building when the previous owner bought it ? and you inspected it

From just looking at the emails of the city here it seems like they have let it deteriorate significantly.

There was no noticable apperance or odor of mold at that time. The carpet was all removed as it was probably wet from the plumbing leak. I was primarly there to inspect the status of the repairs on the plumbing and slab.

I am still interested in what comment of mine that would lead you to me not knowing how to conduct an insurance inspection.

Mayor says his position on the city purchasing land for development has not changed. He's all for it and contends the city could turn the property into a city rec center and make all the money back. He also asserted that through other 'investments', the city is already clawing back some of the price of purchasing the Macy's facility.

By all accounts he apparently believes the city is and should be in the land development business.

It's an assinine comment for him to say " through other 'investments', the city is already clawing back some of the price of purchasing the Macy's facility."

I don't know the other investments he's talking about, but if they would not have purchased the Macy building, would not these other investments be more profitable? Is the city not incurring almost $10,000 a month in expenses on the Macy's fiasco?

The major needs to stick to decisions such as the scheduling ot sanitation truck routes and trash pickup in the parks.

I wonder if a citizen group get a bill that voters can vote on that makes a city law passed that prohibits the city from purchasing any property without having a current need of current or plan for future use by the city and which has been presented to the citizens for review and comment?
