There is very likely a personality disorder at play here. The pranks are a way to either reinforce being the center of attention or an outlet for regulating some intense internal emotions/turmoil like self-cutting is a way for some people to get relief.
The pranking really sounds like a symptom of something larger. Like how promiscuous women have BPD or are bipolar. Same thing. Just be glad the BIL isn't acting like THAT (well, that you know of).
Turning the behavior around on him might be something he can stifle once, but repeated prank warring has a high likelihood of pushing an emotionally unstable attention seeker over the edge.

it doesnt even have to be something that "pranks him" during the party. It can be something he doesnt notice till the next day or week.
for example...he buys these noise makers that sound like crickets chirping and leaves them in peoples houses(actually hilarious) or he will change valve stem caps on peoples car to ones that look like dicks.

Had a friend put my phone in Chinese a few months back. Can confirm, funny prank. Spent three hours trying to get it back into English (granted I was inebriated). Next morning was about to take it to the Apple Store and somehow got lucky and found the setting.Milwaukees Best Light said:
Along the same lines, change the language of his phone to chinese or something not English or spanish. Won't put him out of commission, but will be a real pita to get it back to right, and that is the right level of a prank. No property damage, little to no cost to get things back in order, and no missed work.
