Sure... no one may get paid. However, the thought (threat?) of an agency/authority snooping around for wrongdoing may inspire them to pay up.

Strong-arming an employer? I don't care. They're people screwing other people.

Seems like a typical situation of a company overselling a bonus. But it was amplified because it seems the op was expecting the bonus in place of a normal commission type pay structure….

You might go on Glassdoor and post information about the company so that future hires have better info for making decisions about joining that teams. Anonymously, of course… like from a public library computer.
