"That's a small price to pay" could reasonably refer to the higher gas prices OR the taking out of cities. Trump hates California, constantly insulting them and calling them communists. Combine that with the fact that "this is a very small price to pay" comes AFTER two standalone statements about taking out California cities and it's not unreasonable to come to the conclusion that he was joking it would be worth it for them to take out those cities if it meant the war was ending. Especially considering the phrasing of "let them take it."
