Just spending a bit of time not that long ago looking into what got funding from USAID, I can't agree. US tax dollars were being spent all over the world to create division, often in allies.
For example (but from memory) USAID was funding anti government rap groups throughout NATO and South America.

We know that youtube influencers are often getting paid by the strangest sources. The idea that MAGA voices wouldn't sell out is laughable. China, USAID, Russia, and others have budgets for just this type of play.
