The $10.2 you reference is not the contract award but the IFE. An independent estimate of what it should cost. Here the reported amount is lower.
The obligated amount in this parlance is the budget reserved for the contract. This number will include additional amounts for change orders and other unanticipated cost increases. It is not indicate of final or pending payment.
The coating is necessary to stop the damn thing from leaking and constantly requiring new sewage tainted tidal water to refill it. Waterproofing allows for recirculation and water treatment.
The granite bottom detectably explains why it was no biggie to drive the motorcade across it. It being grouted with the grout failing and leaking badly also very likely prohibited most chemicals being used to treat the water as it would leach right into the ground.
Ozone treatment of water should be both an effective and efficient solution for this. And yes it was always known to be a separate contract and amount.
I do like that you failed to mention in the video that the Biden holdover solution was to remove the existing granite and rebuild the bottom with stone (again?) at a cost of $300 million and 3 years. Trump, as he states in the video, says he can get it done faster, better and cheaper.

It's just silly political theater. It needs to be fixed. Previous administrations tried and either failed at more cost or proposed solutions costing more while failing to act.
