I was the President of a local Salvation Army unit for about 20 years. I cannot tell you how many Escalades and Mercedes showed up in the parking lot with their owners wanting food or for us to pay for their utilities.
My late FILvoluntered his time at a local food pantry his cgurch ran after he retired. He worked out deals with HEB, Kroger and a few other local grocery stores to donate food.
HEB and Kroger would freeze meat that was at the expiration for sale but still just fine and give it to them to give out.
They had to call him and terminate their donations to the food pantry because the folks that were coming by to get food, you know because they were in dire strsits and all that, were taking the meat back to HEB and Kroger and trying to get a refund for it.
Same folks are also on the food stamp program and have found as many ways to game the system as you can imagine.
