Since no one ever answered this, I'll provide my own pessimistic guess.

The CRs are done at the end of the year for leverage. Period. It's a golden opportunity to push a Chrismas list of spending into a must-pass resolution "negotiated" by 4-6 members of the house and senate and then dropped on Congress by leadership right before everyone wants to leave to go home for EOY. Oh, and because it involves both majority and minority leadership, it's always called "bipartisan", though it is truly anything but...

It's worked multiple times before, and was a staple of a Pelosi-led cabal. (Though McConnell and whomever the Republican House leader has been has been completely complicit.)

But now, thanks to AI and independent platforms, such monstrocities can be picked apart and presented to the electorate in a matter of minutes. So, I'm hopeful that this tactic is on its way out.

Yes, it was always criminal. That alone makes this month's push back a success and win. At least it is more in line with the spirit of Nov 5's results. No more standard cronyism -- or at the minimum, less of it.

Just because you have an offset fiscal year doesn't mean you don't have obligations that are aligned with the calendar year.

I served on an emergency services district for several years. We set out fiscal year such that it aligned with a lot of other local government fiscal years (fy ends 9/30). The contract we have with our service provider aligned with the calendar year. It always made things more complicated - we had a true up at the end of Q4 from a contract perspective that was in Q1 of our fiscal year and at the beginning of property tax collection season.

Just an example on a very small scale.
