That's hard to agree with, but he did say he wants TikTok to be 50% owned by America. As long as a Chinese company has any ownership interest, you should assume the Chinese government has access to all of the data. I could see they thought it would be good so that the shutdown of the app happened under Biden's watch knowing it would upset a core Dem demographic, youth.
In reality, the date was set in the original bill writing which was done months before it was passed. It was passed by the Senate and sat in the House for a while before they finally passed it. Either no one did the math to know what day it would go into effect or Johnson set the vote so it would likely trigger under Biden. Note: I will agree if Biden had signed a day later, it would have been after the new President was in office but at that point he was still running and I am sure was confident he would win.
PS. The original senator that introduced the bill was Hawley in March 2023, not exactly known as a Dem or CM.
