Bird won and Kennedy said apparently there nine more members of the Senate than he thought there were. Meaning the Senators told both of them, "I'm with you," and then voted on a secret ballot. They freaking lie when the the potential vote was being whipped.
A better idea would be to have a roll call vote, on the record. Then we'll be able to see who to blame.
