It turns out a teenage girl had climbed a tower on the power lines running north-south by the railroad tracks between 610 and Weslayan. Most of Bellaire and West University Place were dark, since the power was shut down to get her off the tower. No idea how many homes and businesses were shut down, but it was massive.
