It was this guy a staffer on Trump's media team. He was simply directing a photographer to move around the stage to get better angles. When the bullet started flying, he was few feet from the rear of the President. His first reaction: he got on top of two females and a male photographer (Selena Zito along with her daughter) and protected them. It's been highly reported and Selena Zito was interviewed multiple times on various networks describing the incident. No need to look for boogie men where there are none.

In my career I have worked with a couple of individuals who were associated with the White House Military Office. The picture they've painted of their counterparts in the USSS is one of extreme arrogance and irresponsible personal behavior. Claims of the USSS agents being "known to party extremely hard in whatever city they're in every night" (seems like a bad idea if it possibly compromises their ability to be focused the next day?). One very colorful story I was told was that during the W years, apparently a bunch of USSS agents got into wife swapping with each other, which in my source's words "was all fun and games until one of them got pregnant."
We hold other professions to strict personal standards (for example, airline pilots not being allowed to drink 12 hours before flying). Seems like someone tasked with protecting the president should have a similar level of restriction when they're going to be on duty the next day? The rumor of this third sniper team not showing up... were they too hung over to report for duty? The conspiracy theories are running wild but I think a lot of the failures we've seen here are traceable to a lack of personal accountability being stressed within the USSS for too long.
