from my time playing video games, the ladder was not splashed with yellow paint indicating that it is interactive and usable, so I would have just ignored it.

Could the ladder have been brought after the fact by police to get to the roof? How do we know it's how the shooter got egress? Seems odd to assume that.

I mean...shooter got up somehow. Either there is a ladder exposed to the exterior of the building that was left unsecured or he brought his own. Either way is a fuxk up for security.
