I'm sure that there was a whole lot of cheating going on, on an individual level.
Previous restrictions made it slightly harder to cheat, for morons. It was not that hard in the first place, in most jurisdictions.
For example, my ex-wife's mother requested an absentee ballot in her name and voted for her in 2004 in Florida (for GWB). Was that, technically, a felony? Yup. Did anyone find out about it, or care? Nope.
Doubtlessly, many people on both sides voted on behalf of their demented or otherwise incapacitated relatives in 2020. What has not been documented is any actual evidence of a bias in favor of one side or another.
