All of the "Tucker's a simp army" would be terrified to spend a night on the tough streets of most American cities, unarmed.
I'm sure they probably wouldn't feel much different in Moscow either.
However, it's reasonable to assume your chances are better to come out alive in the worst parts of Moscow than in the worst parts of Chicago, Detroit, Baltimore, LA, San Fran, St. Louis, New York, Washington… etc…
Beyond that, it's not unreasonable to believe the heavy hand of the law makes a place like Moscow cleaner, safer, w/ less homeless, drug addicts with less petty crime. Seems very plausible Moscow is much better in those respects.
You can debate whether the heavy hand is too heavy or worth it. It's not up for debate that vast swaths of American cities are absolute **** holes unsafe for most that don't live.
