From the video the building in the background is in New York. So that is the US border, they were travelling from Canada into US.

Guy on Fox News - witnesses saw car in parking lot at nearby 7/11 in US. Was in the inspection lanes going wrong way. Heading to Canada in the lanes where cars coming from Canada to US. Sped up and slammed into CBP booth.

The Seneca Niagara Resort & Casino is very close to the Rainbow Bridge. If you missed the turn on main street and Rainbow BLVD (Niagara) it would take you directly to the bridge and away from the casino.

Why go from the US to Canada? There are plenty of (honestly more) targets in the US, the US is just as hated, and there's less of chance to get caught.
