I'm trying to understand that in light of what Gaetz pulled with McCarthy a few weeks ago.

Under that scenario, to get the speakership McCarthy had to agree to a special rule where it took only a single member to file a motion to vacate. Under normal circumstances, it would require a much higher threshold? Probably one that a newly minted Democratic majority in the House could muster?

And did McCarthy's deal with Gaetz expire when he was voted out, or is it still in place?

Not sure how much improvement there has been, but there definitely hasn't been the "chaos" that team McCarthy promised would result.
