Twice, I think. And Ford was an All American football player at Michigan. And, if memory serves, Ford was an avid skier late in life after he had left office.

That sandbag was avoided by everyone else who walked across the stage. It isn't even in the middle of the stage. It's toward the back. The problem is probably his peripheral vision. Becomes poorer with age.

I'm 82 and would agree with the vision thing although I do try to anticipate trip hazards--dogs, curbs and now sandbags. I do mat floor exercise including planks and other core stuff daily and have no issues in getting up. But recovery isn't worth much if you injure yourself. So I would give Biden a break on this one---metaphorically speaking.
