Minnesota is also a state with a high Nordic population. Folks from the Nordics were always more open to collectivist policies because it works better there than in most places culturally where you have a high sense of community and trust in government and people have to lean on each other more because they live in a harsher climate. That translated as they moved here and the DFL happened fairly naturally. Then as industry moved it in was heavily union. Now they growth is almost all in the urban area of Minneapolis which has a high minority and Somali population (thus Ilan Omar). It's just enough to keep the state blue even though the rural areas have increasingly become red. The areas in the upper Eastern corner have also stayed true to the DFL even though culturally they should be more red or at least Trump/Reagan Republicans.
