YES. He apparently does and it is absurd. The President's power in this arena is plenary.

Even if procedures were put in place by prior Presidents, it would not limit a sitting President to classify or declassify whatever, whenever, and however he damn well pleases.

A private citizen cannot sit back three years after being president and claim he declassified something. He lost that power at noon on 1/20/2021. That which was not remarked at that point in time retained it's marked classification.

Perhaps if he'd been at the inauguration he'd remember he stopped being president then.

That's how it works when the top of the Executive Branch declassifies things.
