The only thing that changed was the rate of phase-in between 2027 and 2032. The target in 2032 is the same, but the pace that automakers have to follow to increase fleet size of EVs is relaxed in 2027 and 2028, but steeper in 2031 and 2032.

EVs, like any other industry, the best will survive and thrive. If you take away EV credits, this would be the nail in the Big 3 EV plans and the eventual demise of the big 3. They just can't compete.
