You are 100% correct in the reality, so you have to find something on the perception side of things. Something that Russian propaganda can use, and they are masters at it.

- Say that Russia wanted full control because of the nazi threat and that has been neutralized over the last 4 years.

- Set up a multi-national task force that monitors nazi threats from reemerging and grants them "special" inspections.

- Create a special intelligence liason office for the Russians to communicate directly with the Ukes with a mission of identifying potential threats to Russia.

- Create a Putin Zelensky Peace Institute that functions like the Clinton Foundation and funnels their families a few billion each.

- NATO agrees not to allow Ukraine membership - increasingly meaningless anyway.

- Relax some Russian sanctions...will keep the oligarchy pressure off Putin. Strings can be attached to how money is unfrozen.

- Create a "rebuilding fund" contingent on Russia not supplying arms to Iran and Ukraine instituting some economic reforms that are capitalist-friendly.

- Make the deal expire if Putin dies of anything but natural death.

With a plan like that, very little actually changes, the power holders are paid off, and the whole thing costs us less than we are paying now. Plus we'd get some benefits as a country beyond weapons sales.
