That's wild. I think they mean this one, south of Kupyansk. It's all shallow? What about the effects downstream? What does that do to the Donets river, and why would they do it when the Donets isn't the frontline at the moment?

Also, it's worth noting Ukraine blew the same floodgates several months ago in order to make a Russian crossing over the Donets harder.

tl;dr: Ukraine does not want to do a frontal assault on Kherson city and the other key areas such as Nova Kakhovka, instead choosing to attrit the Russians there until maintaining control of the city is not worth it. In the meantime, they'll make small attacks where the opportunity arises. Whoever ends up with control of the city will face significant difficulties trying to administer it with constant attacks. Russia would likely use relentless artillery on the city from the other side of the river.

Kiev may have to be evacuated if its electrical grid fails under Russian attacks. 3M PEOPLE

If the Ukrainians had the ships and forces, I would absolutely do an Inchon type landing behind the city on the east side and cut it off.

Spare it destruction and cut off all the Russians to the west. I don't think the Ukrainians could pull it off though.
